PUBLIC CONSULTATION FOR THE ENVIRONMENTAL ASSESSMENT
NEW! Public Information Centre #3 for the Scarborough Waterfront Project Environmental Assessment – June 28, 2017
The third Public Information Centre (PIC) for the Scarborough Waterfront Project Environmental Assessment (EA) was held on Wednesday, June 28, 2017 from 3:30 p.m. to 9:00 p.m. at Blessed Cardinal Newman Catholic High School in Scarborough. Approximately 190 members of the public attended the PIC.
The purpose of this third PIC was to present and obtain input on refinements to the Preferred Alternative and the detailed assessment of environmental effects in advance of the release of the Draft Environmental Assessment (EA) for review.
The format for the PIC included an open house session with panel display information, and a formal presentation followed by a question and answer period. While signing in to the event, all attendees were provided a comment sheet that included the following questions:
- Do the results of the effects assessment seem reasonable? If not, why?
- Do you agree with Refined Preferred Alternative? If not, why?
- Do you have any comments on the mitigation measures?
- Do you have any additional comments?
Attendees were provided with the opportunity to submit their comment sheets at the end of the PIC, or to do so following the PIC during the 2-week comment period.

The Project Team collected the public’s feedback through July 12, 2017 (two-week comment period). Thanks to everyone for your feedback. All comments will be considered and documented in the EA report.

Public Information Centre #2 for the Environmental Assessment – June 28, 2016
The second Public Information Centre (PIC) for the Scarborough Waterfront Project Environmental Assessment (EA) was held on Tuesday, June 28, 2016 from 5:00 – 9:30 p.m. at Blessed Cardinal Newman Catholic High School in Scarborough. Approximately 250 members of the public attended the PIC.
The purpose of this second PIC was to present and seek feedback from the public on the evaluation of the:
- Alternatives by Shoreline Segment
- Preliminary Preferred Segment Alternative(s)
- Draft Effects Assessment Criteria
The format for the PIC included an open house session with panel display information, a formal presentation followed by a question and answer period. All attendees were provided a workbook at registration that included summarized information that was being presented as well as an area to provide comments. Attendees were invited to submit the comment section of their workbook at the end of the session.
The PIC panels, presentation (with speaker notes), workbook, evaluation summary and draft effects assessment criteria were made available on the Project website for download. Following PIC#2, the Project Team accepted any additional comments on all PIC #2 materials until July 12, 2016.

A total of 31 workbooks were submitted at the end of PIC #2 and 77 emails subsequently received by email until July 12th, 2016.

Currently, the Project Team is reviewing and considering all comments.
Summarized comments and answers will be available in the Environmental Assessment document that will be submitted to the Minister of the Environment and Climate Change (MOECC).
Next Steps:
The Project Team will refine and finalize the Overall Preferred Alternative, and then will undergo a Detailed Effects Assessment which will identify the Alternative’s environmental impacts and mitigation measures. As well, monitoring and adaptive management strategies will be developed.
The public and stakeholders will have an opportunity to review the Refined Overall Preferred Alternative and the results of the Detailed Effects Assessment at PIC #3 (stay tuned for details).
Subsequently, the EA document will be prepared and submitted for public, stakeholder and MOECC review and approval in early 2017, which will conclude the project Phase 2 “Environmental Assessment”.
Public Information Centre #1 for the Environmental Assessment – January 28, 2016
The Project Team would like to thank everyone who attended the first Public Information Centre (PIC) for the Environmental Assessment (EA) phase of the project, held on January 28, 2016, and also to everyone that submitted comments after the PIC. The meeting was very well attended and the Project Team received valuable feedback from a variety of stakeholders.
The purpose of the meeting was to provide members of the public the following: a project overview, update on the study progress, present the draft Alternatives by Shoreline Segment and draft Evaluation Criteria, outline next steps, and offer an opportunity for meaningful discussion.
The meeting began with an information open house, where attendees had an opportunity to review information panels and speak with project staff about their thoughts, questions and concerns. Following the open house a presentation was delivered, followed by a facilitated open question period. The presentation provided a project overview, study update and review of the draft Alternatives by Shoreline Segment, Evaluation Criteria and Next Steps. Immediately after the presentation, and open Question and Answer (Q&A) period was held where attendees were able to ask questions about the project in a public forum. Following the presentation and Q&A, attendees had an opportunity to continue discussions with staff around the panels or at tables that were made available. Tables included maps illustrating Alternatives and workbooks with discussion activity questions about the Alternatives per Segment.
During and after the meeting, hundreds of comments were recorded through verbal conversation, sticky notes on panels, comments in the workbooks, during the facilitated Q&A and via the project email. Valuable comments, concerns and questions were received on specific details related to the Alternatives, the natural environment, erosion, safety, access points and type of access, Bluffer’s Park, trail locations and connections, park amenities, construction and a number of other general observations. The Project Team reviews and considers all comments and input made by the public throughout the Project.
