Toronto and Region Conservation Authority (TRCA) activities in flood risk management extend beyond capital works and land-use planning, and include emergency management planning with partner municipalities, flood forecasting and warning, and education and outreach.
In addition to background study reports, the actions taken by TRCA to support remediation of riverine flood risks in the Rockcliffe area include:
- Identifying the Rockcliffe area as a priority area for risk communications and flood education programs
- A dedicated real-time monitoring water level gauge was installed at Black Creek, downstream of Alliance Avenue in 2016, and a real time precipitation gauge was also installed in the catchment, which assists in flood forecasting and warning, as well as emergency preparedness.
- Development of an updated two-dimensional hydraulic model (2D model), which provides enhanced riverine flood risk information (i.e., flood depth, velocity, risk to life parameters) and will be utilized as a basis for feasibility/conceptual design studies
- Continued investments for the operation and maintenance of flood infrastructure within the Black Creek watershed, namely:
- Black Creek Dam Safety Review (2017)
- Black Creek Reservoir Dredging and Maintenance Project (2017)
- Black Creek Channel Restoration (2013-2016)
- Black Creek Channel Guardrail Installation (2016)
BLACK CREEK FLOOD INFRASTRUCTURE MAINTENANCE: 2008-2018
2016: Black Creek Flood Control Channel Guardrail Installation
TRCA installed a new guardrail between Weston Road and Hilldale Road to increase safety for motorists along Humber Boulevard North.
2016: Black Creek Real Time Flood Warning Gauge Installation
A flood warning gauge was installed at Black Creek and Alliance Avenue to provide TRCA’s Flood Warning staff with real-time water levels.
2014: Black Creek Channel Drop Structure Concrete Repair
The drop structure under Scarlett Road was replaced with a new concrete structure.
2014: Black Creek Flood Control Channel Dredging Project – 401 to Queens Drive
TRCA removed vegetation and sediment from the channel to restore flood flow capacity.
2013: Black Creek Flood Control Channel Dredging Project – Weston Road to Scarlett Road
TRCA removed vegetation from the channel to restore flood flow capacity.
2010: Black Creek Flood Control Channel – Jane Street and Wilson Avenue Channel and Drop Structure Concrete Repairs
TRCA undertook concrete repairs to the channel and drop structure.
2008: Black Creek Flood Control Channel – Scarlett Road Concrete Panel Replacement
In the channel just downstream of Scarlett Road TRCA replaced three concrete panels that had severe cracking.
