TRCA’s Role in
Hydro One Networks Inc. Project Review

Standard Best Practices, Standard Compliance Requirements, and Permits Criteria

Conservation Ontario and Hydro One Networks Inc. (HONI) signed a Memorandum of Understanding (2025).

This memorandum details clearance and permitting protocols to be followed between HONI and conservation authorities when work activities are planned or undertaken on lands regulated under the Conservation Authorities Act, as well as on conservation authority-owned lands.

There are three types of project review considered under the HONI MOU process:

  1. Clearance of projects meeting the Standard Best Practices (SBP) in the MOU
  2. Permit under the Conservation Authorities Act and its regulations, in accordance with the agreed upon Standard Compliance Requirements (SCRs) in the MOU
  3. Permit under the Conservation Authorities Act and its regulations, following the regular permitting approach, for projects which do not meet the SBP or SCR criteria

PLEASE NOTE

Projects deemed an emergency by HONI follow Section 8.0 of the Conservation Ontario-HONI MOU. For Regular permits, the TRCA Emergency Infrastructure Works permitting process must also be followed.
