About TRCA’s Board of Directors
The TRCA Board of Directors is made up of 28 members appointed by the respective councils of participating municipalities consisting of:
- The City of Toronto (14)
- The Regional Municipality of Durham (3)
- The Regional Municipality of York (5)
- The Regional Municipality of Peel (5)
- The Township of Adjala-Tosorontio/Town of Mono (1)
An additional member from the agricultural sector may be appointed by the Minister, Environment, Conservation and Parks (henceforth “the Minister”). The current Board of Directors composition was established by the January 1, 1986 Order of Council No.2127/85 and by the act of the Province opting out from membership on January 10, 1996. The Board of Directors elects an Executive Committee every two years from among its members. This committee is delegated powers of the Board, such as, for example, administration of Ontario Regulation 166/06 (Regulation of Development, Interference with Wetlands and Alterations to Shorelines and Watercourses).
The Board of Directors and Executive Committee usually meet monthly on Fridays at 9:30 a.m. EST with a summer hiatus in July and August, and a winter hiatus in December. Special meetings may be called by the Chair outside of the regular schedule to address urgent matters, the date and time of which is set by the Chair.

The Chair and Vice-Chair fulfill their functions at both the Board of Directors and Executive Committee meetings. These positions are elected by members of the Board of Directors at the annual meeting. On February 25, 2021, the Minister granted TRCA an exception to subsection 17(1.1) of the Conservation Authorities Act, permitting election of the Chair and Vice-Chair for a two-year term until the next scheduled elections in 2023.
Under the Clean Water Act, the members of the TRCA Board also serve as members of the Toronto and Region Source Protection Authority (TRSPA).
TRSPA meetings are held when required, in order to carry out duties associated with drinking water source protection, such as stopping contaminants from getting into sources of drinking water — lakes, rivers, and underground aquifers — and preventing overuse of the water resources.
The Board of Directors may also establish advisory boards and committees as it considers appropriate. Currently there are three (3) active advisory boards — Regional Watershed Alliance, Partners in Project Green Executive Management Committee, and Natural Science and Education Committee — each with its own mandate and Terms of Reference.
