TRCA Announces Organizational Changes

For more than 60 years, Toronto and Region Conservation Authority (TRCA) has worked with all levels of government, corporations, not-for-profit organizations and residents within the municipalities that we serve.

Our organization works to ensure the conservation, restoration and responsible management of water, land and natural habitats in our region through programs that balance human, environmental and economic needs.

Effective February 6, 2019, TRCA has realigned its organizational structure to support operational efficiencies and to ensure that program delivery opportunities are realized.

Our realigned organizational structure supports staff coordination and will help us provide better customer service.

The following are key changes resulting from the organizational realignment:

  • The previous Planning and Development division has been restructured and replaced with two new divisions named Development and Engineering Services and Policy Planning.
  • The new Development and Engineering Services division comprises five business units: Engineering Services, Development Planning and Permits, Infrastructure Planning and Permits, Watershed Planning and Reporting, and Enforcement and Compliance. Sameer Dhalla has been appointed to the role of Interim Director, Development and Engineering Services, and will lead this new division.
  • The new Policy Planning division comprises three business units: Policy Planning, Research and Knowledge Management, and Source Water Protection. Laurie Nelson has been appointed to the role of Interim Director, Policy Planning and will lead this new division.
  • Master Planning and Greenspace Conservation has been consolidated into the Resource Management Projects business unit within the Restoration and Infrastructure division and will be led by Ralph Toninger, Associate Director, Resource Management Projects.
  • Archaeology has been consolidated into the Engineering Projects business unit within the Restoration and Infrastructure division and will be led by Moranne McDonnell, Associate Director, Engineering Projects.
  • The Watershed Strategies division has been renamed the Community Engagement and Outreach division. The Watershed, Waterfront and Great Lakes Services business unit has been renamed Government and Community Relations. Chandra Sharma, Director, Community Engagement and Outreach will continue to lead this division.
  • The Watershed Specialists and Waterfront Specialist positions have been retitled Government and Community Relations Specialists, for their respective watersheds and waterfront. Each Government and Community Relations Specialist will cover one of four jurisdictional areas aligned with TRCA’s municipal upper tier partners: Durham, Peel, (including Mono and Adjala Tosorontio) York, and Toronto. The Don-Highland Watershed has been consolidated under Toronto.
  • The Education, Training, and Outreach division has been renamed the Education and Training division. Darryl Gray, Director, Education and Training will continue to lead this division.

These changes will allow TRCA to improve client satisfaction and service delivery and reflect the strong interest of our Board of Directors and partners in responding to changing legislation and continued growth pressures in our jurisdiction.

The changes bring focus and channel existing staff resources across TRCA to priority initiatives and services to better reflect stakeholder and partner needs.
