Final Environmental Assessment

The purpose of this Public Information Centre (PIC) was to provide members of the public the following: a project overview, an update on the study progress, the draft Alternatives by Shoreline Segment and draft Evaluation Criteria, an outline of next steps, and an opportunity for meaningful discussion.

The meeting began with an information open house, where attendees had an opportunity to review information panels and speak with project staff about their thoughts, questions and concerns. Following the open house a presentation was delivered, followed by a facilitated open question period.

The presentation provided a project overview, study update and review of the draft Alternatives by Shoreline Segment, Evaluation Criteria and Next Steps.

Following the presentation and Q&A, attendees had an opportunity to continue discussions with staff around the panels or at tables that were made available. Tables included maps illustrating Alternatives and workbooks with discussion activity questions about the Alternatives per Segment.

During and after the meeting, hundreds of comments were recorded through verbal conversation, sticky notes on panels, comments in the workbooks, during the facilitated Q&A and via the project email.

The purpose of this second Public Information Centre (PIC) was to present and seek feedback from the public on the evaluation of the:

• Alternatives by Shoreline Segment
• Preliminary Preferred Segment Alternative(s)
• Draft Effects Assessment Criteria

The format for the PIC included an open house session with panel display information, a formal presentation followed by a question and answer period.

All attendees were provided a workbook at registration that included summarized information that was being presented as well as an area to provide comments. Attendees were invited to submit the comment section of their workbook at the end of the session.

The PIC panels, presentation (with speaker notes), workbook, evaluation summary and draft effects assessment criteria were made available on the Project website for download. Following PIC#2, the Project Team accepted any additional comments on all PIC #2 materials until July 12, 2016.

A total of 31 workbooks were submitted at the end of PIC #2 and 77 emails subsequently received by email.

The purpose of this third Public Information Centre (PIC) was to present and obtain input on refinements to the Preferred Alternative and the detailed assessment of environmental effects in advance of the release of the Draft Environmental Assessment (EA) for review.

The format for the PIC included an open house session with panel display information, and a formal presentation followed by a question and answer period. While signing in to the event, all attendees were provided a comment sheet that included the following questions:

1. Do the results of the effects assessment seem reasonable? If not, why?
2. Do you agree with Refined Preferred Alternative? If not, why?
3. Do you have any comments on the mitigation measures?
4. Do you have any additional comments?

Attendees were provided with the opportunity to submit their comment sheets at the end of the PIC, or to do so following the PIC during the two-week comment period.

The Project Team collected the public’s feedback through July 12, 2017 (two-week comment period).

An optional Stakeholder Committee workshop for the Scarborough Waterfront Project was held on September 23, 2015. The meeting presented an opportunity for Committee members to learn about and provide feedback on the Preliminary Draft Alternatives for the Project.

The goal of the meeting was to ensure that all reasonable alternatives were put forward for consideration.

The Alternatives presented included potential connections along the top, connections along the bottom and connection between the top and bottom of the bluffs.

The first Stakeholder Committee meeting for the Scarborough Waterfront Project was held on January 14, 2015. This meeting was the first engagement with the Stakeholder Committee as part of the Environmental Assessment phase of the project.

The primary purpose of the meeting was to preview the materials and format for the first Public Information Centre (PIC) for the Environmental Assessment phase.

Through this preview of draft panel displays, a dry-run of the presentation, and discussion of the meeting format for the PIC, Stakeholder Committee members were given an opportunity to provide feedback on the upcoming public session while providing their own input on Alternatives and Evaluation Criteria/Indicators.

Discussions with the Committee during the meeting yielded a number of comments on individual alternatives. Significant feedback was also received on the presentation and panel format and how best to communicate content to the public.

The feedback from the Stakeholder Committee, as in prior meetings, was very helpful for the project team. Incorporation of this feedback led to improvements in how complex information was communicated to the public.

On June 2, 2016, the Project Team hosted the second Stakeholder Committee Meeting of the Environmental Assessment phase of the Scarborough Waterfront Project.

The purpose of the meeting was to present and seek feedback on the Draft Evaluation Results. Members of the committee participated in round table discussions and provided feedback directly to the Project Team.

Comments received by the Project Team were used to shape the materials presented at the following Public Information Centre (PIC).

On June 14, 2017, the Project Team hosted the third Stakeholder Committee Meeting of the Environmental Assessment phase of the Scarborough Waterfront Project.

The purpose of the meeting was to review material to be presented at the Public Information Centre #3 (PIC), including the refined preferred alternative and results of the detailed assessment.

Members of the committee provided feedback directly to the Project Team. Comments received were used to revise materials to be presented at the PIC.
