Environmental Assessment Applications

TRCA’s Role in
Environmental Assessment Application Review

Toronto and Region Conservation Authority (TRCA) is a public commenting body under all forms of environmental assessment legislation and regulation, and under Ontario Regulation 686/21 of the Conservation Authorities Act.

Our comments help to ensure municipal decisions are consistent with the natural hazards policies of the Provincial Planning Statement, 2024 as well as any applicable provincial plans*.

To assist you in your application, refer to Resources for Applicants: Policies, Guidelines and Checklists.

Prior to submitting your application to TRCA, we recommend the applicant request a pre-application consultation meeting with TRCA to confirm requirements.

In reviewing your application, TRCA will determine how your proposal may affect or be affected by natural hazards (flooding, erosion) and natural features important for managing natural hazards (river or stream valleys, wetlands, Lake Ontario shoreline, and areas or allowances around these features).

Once we have completed our review, staff will provide comment recommending ways of protecting these features and protecting your infrastructure from the threat of flooding and erosion.

*Provincial plans of interest to TRCA from a natural hazard perspective include but are not limited to the Oak Ridges Moraine Conservation Plan, Niagara Escarpment Plan, Greenbelt Plan, and local Source Water Protection Plans.

How it Works

Pre-Application Consultation Meeting

To avoid delays in the review process, TRCA strongly encourages applicants engage in pre-application consultation.

A pre-application consultation meeting before you apply will help:

  • Identify how your proposal is affected by applicable programs and policies.
  • Identify potential issues, constraints, and study requirements.
  • Direct you to the correct TRCA application process.
  • Inform you of what lies ahead in the application review process.
  • Determine complete application submission requirements.

To submit your application, please refer to: Pre-Application Consultation (PAC) Meeting.

Concept Review

The concept review service allows TRCA staff to review your proposal:

  • Conduct a site visit
  • Review preliminary proposals
  • Confirm or provide information on the delineation of natural hazard limits
  • Based on applicable policies, provide preliminary comments on your proposal

To submit your application, please refer to: Concept Review.
