Toronto and Region Conservation Authority (TRCA), in partnership with the City of Toronto (City), have initiated the St. Clair Avenue East Staircase Improvement Project (SCSP: “St. Clair Staircase Project”), in the Vale of Avoca ravine near Yonge Street and St. Clair Avenue East. This project aims to evaluate the feasibility of installing a staircase access point to the ravine, as well as designing and constructing the staircase.
Project Location
The SCSP is located at the northwest corner of St. Clair Avenue East and Avoca Avenue. The area currently has the remains of a former access point (consisting of a dirt path and a few wooden steps) that has been closed for public safety following disrepair in 2014.

Project Background
The City of Toronto and TRCA have made long-term investments in the Vale of Avoca ravine, focusing on safeguarding life and property, tackling slope instability, and preserving and restoring the natural environment. Many of the ravine’s access points have been closed over time due to erosion hazards and threats to public safety. Evaluating the practicality of opening the access point from St. Clair Avenue East is the core goal of the SCSP, and part of the larger Vale of Avoca Improvement Project.

Scope of Work
The proposed scope of work for this project includes two phases (with the second only being activated if results of Phase 1 are favourable to the development of a staircase in the project area):
Phase 1:
- Geotechnical studies, borehole investigations for slope stability analysis and erosion risk assessment for the slope where the staircase may be situated
- Includes projecting a Long-Term Stable Slope Crest across the top of the slope
- Conceptual drawings for staircase designs
Phase 2:
- Detailed designs for the staircase
- Possible erosion control works
- Construction of the staircase
- Restoration of the natural environment in the project area
In 2026, TRCA will:
- Prepare an RFP to procure a proponent for conceptual design solutions (following consultation with the City of Toronto and the Midtown Ravines Group)
- Perform a survey of existing conditions in the project area
- Select an engineering consultant to perform the studies and produce conceptual designs
