Determine If You Should Apply For a
TRCA Permit or a TPCR
Toronto and Region Conservation Authority (TRCA) has two application types at the detailed design stage for municipal, provincial, federal, and private infrastructure projects: permit applications or TRCA Project Compliance Review (TPCR).
Permit Applications
A TRCA permit pursuant to the Conservation Authorities Act and Ontario Regulation 41/24 is REQUIRED for works within a TRCA Regulated Area for projects where the proponent is a municipality or private entity prior to commencing construction related to any regulated activities.

Solid waste, salt storage, or other similar-type facilities
Emergency services facility projects
Public and private utilities, and pipelines
Mixed use development integrated with transit stations

*Section 5 of Ontario Regulation 41/24 lists several exceptions, which can be found HERE
TRCA Project Compliance Review Applications (TPCR)*
*Formerly known as Voluntary Project Review (VPR)
Federal and provincial Crown corporations and agencies are not bound by the Conservation Authorities Act and Ontario Regulation 41/24.
As such, if development activity on Crown lands is being undertaken for Crown purposes, the proponent or contractor is NOT REQUIRED to obtain a TRCA permit.
However, to ensure compliance with the requirements of the Conservation Authorities Act and associated regulations, TRCA recommends that a TRCA Project Compliance Review (TPCR) be conducted.
