Toronto and Region Conservation Authority (TRCA), in partnership with Holland Bloorview Kids Rehabilitation Hospital, has completed stormwater sewer infrastructure rehabilitation and slope stabilization works in Burke Brook ravine behind 150 Kilgour Road, in the City of Toronto. The purpose of the Project was to address ongoing slope instability issues behind 150 Kilgour Road while rehabilitating failed private stormwater sewer infrastructure on the valley slope. This work will help to ensure resilient watersheds and contribute to the protection of public greenspace.
Project Location
The Project site is located northeast of the intersection of Bayview Avenue and Eglinton Avenue East in the City of Toronto in Burke Brook ravine, containing Burke Brook, a tributary of the Don River. The failed private sewer infrastructure and eroding slope are located on the southern ravine slope behind 150 Kilgour Road.
Project Background
The stormwater outfall (DRR20-2320 / OF800072) was first inspected by TRCA staff in 2010 as part of the TRCA Inspection of Toronto Water Stream Valley Infrastructure Program. Further inspections of this structure were completed by TRCA in 2013, 2018, and 2020 – 2023 under an asset monitoring & inspection program delivered by TRCA on behalf of the City of Toronto.
In 2018, the headwall was observed to be separated from the pipe by approximately 20 m due to a large slope failure behind the outfall. In early 2020, the site was re-inspected by TRCA and additional major slope failure was identified, including the failure of an associated stormwater maintenance hole along the upper slope above the outfall. Inspections from 2020 to 2023 observed continued slope instability and progressive failure of the slope surrounding the existing stormwater sewer infrastructure.

The objective of this project was to rehabilitate failed stormwater sewer infrastructure and repair the eroded slope in Burke Brook ravine behind 150 Kilgour Road, Toronto.
Scope of work included select tree and vegetation removals, construction of a temporary access road from Bayview Avenue, rehabilitation of existing stormwater infrastructure, construction of an engineered slope stabilization solution, and comprehensive restoration planting including native shrub and tree planting.
