Approval of the Etobicoke Creek Watershed Plan 2024-2034

December 6, 2024

Toronto and Region Conservation Authority (TRCA) is pleased to announce that the Etobicoke Creek Watershed Plan (ECWP) 2024-2034 was approved by TRCA’s Board of Directors on November 22, 2024, and implementation of the watershed plan will now begin.

Prior to approval by TRCA’s Board of Directors, the ECWP was adopted/endorsed by partner municipalities within the watershed, including the City of Toronto on April 17, 2024, the City of Mississauga on April 17, 2024, the Region of Peel on June 13, 2024, the City of Brampton on September 11, 2024, and the Town of Caledon on October 22, 2024.

The development of the ECWP was a collaborative effort between these partner municipalities, TRCA, Mississaugas of the Credit First Nation, and the Greater Toronto Airports Authority.

Additional First Nations and Indigenous communities, as well as watershed stakeholders, residents, and members of the public were engaged throughout the process.

The new watershed plan outlines current and potential future watershed conditions and identifies the priority actions needed to protect, enhance, and restore the health of the Etobicoke Creek watershed and improve community well-being over the long term.

The actions in the plan will also help to build resiliency to land use and climate changes and inform decision making in the watershed.

The ECWP will be in effect for 10 years from 2024-2034. A comprehensive, coordinated, and collaborative approach to implementing, tracking, and reporting on all aspects of the watershed plan will be essential to fully realize the vision for the watershed.

An Implementation Steering Committee consisting of the same partners noted above will be established in 2025 to guide and support implementation.

We will work together to achieve the shared commitments outlined in the plan and to demonstrate accountability towards improving watershed health and building safer communities. As ECWP implementation progresses, regular updates will be provided on this project webpage.

Two additional engagement summaries have been completed outlining all recent watershed plan engagement:

  • Engagement Summary 3 summarizes ECWP engagement activities from August 2022 to March 2024 (including comments received on the draft ECWP, TRCA responses, and a summary of the key changes made to the ECWP based on feedback).
  • Engagement Summary 4 summarizes engagement activities from the end of March to December 2024 (including details about ECWP endorsements/approvals).

PLEASE NOTE: The Provincial Planning Statement, 2024 (PPS 2024) came into effect on October 20, 2024. The PPS 2024 is a province-wide land use planning policy framework that replaces the Provincial Policy Statement, 2020 and A Place to Grow: Growth Plan for the Greater Golden Horseshoe, 2019. The PPS 2024, the Oak Ridges Moraine Conservation Plan, 2017, and the Greenbelt Plan, 2017, contain policies on watershed planning. For example, provincial policy encourages municipalities, and requires large and fast-growing municipalities (including the City of Toronto, City of Mississauga, City of Brampton, and Town of Caledon), to undertake watershed planning to inform certain municipal decisions, such as those related to planning for servicing, stormwater management, and the protection, improvement, or restoration of the quality and quantity of water. Municipalities undertaking watershed planning are encouraged to collaborate with conservation authorities.

The PPS 2024 was released at the end of the endorsement/approval process for the ECWP and does not necessitate changes to the ECWP or the ECWP management framework.

 


Updated Etobicoke Creek Watershed Plan

March 26, 2024

Toronto and Region Conservation Authority (TRCA) and our partners have considered all the input and feedback received on the draft Etobicoke Creek Watershed Plan (ECWP) during the public review period in summer/fall 2023 and have updated the watershed plan accordingly.

The watershed plan outlines what needs to be done to protect, enhance, and restore the health of the watershed and build resiliency to land use and climate changes. It will inform various municipal initiatives such as land use and infrastructure planning.

TRCA will take the ECWP to various municipal committees/councils for support/endorsement in spring/fall 2024 and to TRCA’s Board of Directors for final approval in fall 2024.

Once final approvals/endorsements have been obtained, the final watershed plan will be released and implementation of the watershed plan will begin.

The ECWP is intended to be in effect for 10 years from when it is finalized and approved. Collaborative and comprehensive implementation, tracking, and reporting of all aspects of the watershed plan will be essential to fully realize the vision for the watershed and to improve watershed health and help ensure safe and sustainable waterways, ecosystems, and human communities.

An Engagement Summary outlining all recent watershed plan engagement has been completed, and includes comments received on the draft ECWP and responses as well as a summary of the key changes made to the ECWP based on engagement feedback.

The 60-day public review period for the draft Etobicoke Creek Watershed Plan (ECWP) is now complete. Thank you to those who provided input.

Comments were received through our online comment form, email, webinars, and open houses. TRCA will consider all input and feedback received during the review period and will update the ECWP accordingly.

An Engagement Summary (outlining comments received and responses) will be released, once completed. The final ECWP will be released once final approvals have been obtained.

Etobicoke Creek Watershed Plan Update: Public Review Period

Toronto and Region Conservation Authority (TRCA) is pleased to release the draft Etobicoke Creek Watershed Plan for a 60-day public review period (from August 1 to September 29, 2023).

The development of this draft watershed plan has been a collaborative effort between TRCA, City of Toronto, Region of Peel, City of Mississauga, City of Brampton, Town of Caledon, Mississaugas of the Credit First Nation, and the Greater Toronto Airports Authority.

Additional First Nations and Indigenous communities, watershed stakeholders, residents, and members of the public have been involved throughout the watershed planning process.

PLEASE NOTE: The Province is currently proposing some changes to the provincial policy framework (the proposed Provincial Planning Statement). If approved, this may result in some changes to the ECWP. Prior to finalizing the ECWP, the document will be updated to reflect any approved provincial policy changes, as applicable. If the ECWP is finalized prior to the Province releasing the approved policy changes, the watershed plan can be updated at a later date, as it is intended to be a living document for its 10-year timeframe.

 


Etobicoke Creek Watershed Plan Update: Fall 2022

September 28, 2022

The future management scenarios stage for the Etobicoke Creek Watershed Plan (ECWP) has been completed, culminating in the release of the Etobicoke Creek Watershed Future Management Scenario Analysis Report.

The purpose of the future management scenarios stage is to examine the different potential future land use scenarios to understand how watershed conditions may change.

This report presents the findings and results of the future management scenarios stage based on extensive watershed modelling and technical analyses.

The Engagement Summary 2 has also been prepared, summarizing ECWP engagement activities from July 2021 to July 2022.

Work on the implementation planning stage has now commenced, which includes the development of the management framework for the watershed plan, and the watershed plan itself.

Etobicoke Creek Watershed Plan Update: Spring 2022

The commenting period for the watershed characterization and future management scenarios stages of the Etobicoke Creek Watershed Plan is now complete. Thank you to those who provided input: your feedback will help us to determine key issues and priorities in the watershed.

TRCA will now compile those responses and will release a summary of engagement when it is complete.

We’re Looking for Your Input! Spring 2022

TRCA has completed the Etobicoke Creek watershed characterization and is nearing completion of the future management scenario analysis. This means that we understand what the current conditions are in the watershed, and we can see how those watershed conditions will change under different land use scenarios.

We are at a key stage in the watershed planning process where we would like to share the results of the watershed characterization and future management scenarios stages, and hear from the people who live, work, and play in the watershed.

We want your feedback on the priorities for action to address the key issues facing the watershed, as well as your input on the objectives and indicators for the Etobicoke Creek Watershed Plan.

There are several ways you can get involved:

Etobicoke Creek Watershed Plan Update: Summer 2021

June 30, 2021

The characterization stage of the watershed planning process has been completed. Check out the Etobicoke Creek Watershed Characterization Report for information on current watershed conditions.

In this report you can learn about conditions related to streamflow, water quality, aquatic and terrestrial ecosystems, stormwater management, flooding and erosion, and other topics.

This characterization work will help guide the next stage of the watershed planning process: future management scenarios. Stay tuned for further updates.

The Engagement Summary 1 has also been prepared summarizing engagement activities from July 2020 to June 2021 for the ECWP.
